| 摘 要： | 对财政政策的有效性分析,不仅应运用宏观经济学理论研究政策工具的作用,更应充分考虑我国财政政策运行的实际情况。本文利用政策科学的系统决策模型,运用经济学、行政管理学等学科理论,尝试从我国政策主体(政府)、政策工具、政策对象和市场环境等多角度对财政政策有效性的制约因素进行分析。

| Abstract: | An analysis of the validity of financial policy should involve both the study of the function of policy tools with macroeconomic theory and the real situation of implementation of our country's financial policy.Based on the systematic decision models of such policies as well as the theories of economics and administrative management,this paper provides a tentative analysis of the restrictive factors of the financial policy from the following aspects of policy body,policy tools,policy objects,and market environment,etc. |
