| Abstract: | To push on the administration by law and exercise one's functions and powers according to legal procedure and limits of authority is the inherent demands for governments at all levels concerning construction of legal society and also the urgent needs for deepening reform and quickening development. Only by upholding the administration by law can we carry out the legalization of governmental functions and set upright the governments' new images. |
