农村社区公共品合作供给的影响因素：基于集体行动的视角——以安徽省“村村通”工程为例

很多农村社区公共品供给需要农民合作才能解决,正在推行的农村"村村通"工程的实践为研究农民合作难题提供了契机。本文通过对安徽省6个县84个行政村的调查,用Probit和Tobit模型对影响公共品合作供给的因素进行了估计。结果显示,在控制了项目因素后,影响农村社区公共品合作供给的因素主要是村庄集体收入和村民收入;社区特征异质性对集体行动的结果有一定的影响,但是程度较弱;劳动力流动对集体行动没有影响。相关政策建议是政府应该继续加大对农村基础设施的投入,努力增加农民收入。

Factors influencing public goods cooperation supply in rural communities: from perspective of collective action

Many problems of public goods supply in rural communities must be solved by the cooperation among villagers and the currently implemented project called "village-to-village access" provides an opportunity for the solution.The paper investigates on the present project of rural roads connecting all villages and presents an outcome estimation of determinaters for public goods supply in rural communities based on the data collected from 84 administrative villages of 6 countiess in Anhui province.The result of the study shows that,first,with the project factors being controlled,the dominating determinaters of public goods supply in rural communities are the collective economy and income of villages;second, some affection,though slight,is exhibited of community heterogeneity characteristics on collective cooperation;lastly,the mobility of rural labour has no effect on collective action.Our related policy advice is that the government should increase the investment on the infrastructure in rural communities,and make great efforts to increase income of villagers.
