| Abstract: | Ever since modern times,the thought of "rule by law" in China has gone through the transition from traditional "rule by law" to modern "rule by law". The Communist Party of China formally declared the end of "rule by men" for the first time. At present,"governing the country by law" has become the common understanding of the whole party as well as of the whole nation. |
