| 摘 要： | 当前中国公民的公民意识有所觉醒,但还比较薄弱,主要表现在社会公德意识不强、公民责任感有待提高,权力义务意识的缺乏和不平衡等,其主要原因是缺乏公民意识的传统、制度基础、实践环节和缺乏公民意识的教育等。
