能人治村的绩效与限度探讨——以河南省南召县四棵树乡盆窑村为个案

随着我国农村经济社会的不断发展以及党和国家一系列惠农政策的逐步推行,我国乡村治理的背景发生了重大的变化,这种变化给农村能人的治理提供了良好的社会环境。通过对河南省南召县四棵树乡盆窑村的调查研究,在＂国家-村庄精英-普通村民＂的框架下,分析了乡村精英在乡村经济发展、乡村民主建设、乡村社会生活中的作用,探讨了乡村政治精英在乡村治理中的绩效以及在执政过程中的行为限度。

Performance and Limits of Man for Controlling the Village——To the case of Penyao village, four trees of Nanzhao County, Henan Province

With the economic and social development,the state tax relief and a series of preferential agricultural policy,the background of village governance in China has undergone major changes,which ease the rural genius to lead the masses in the development of production in construction,and it provides a good social environment for the rural capable governance.In this passage,the rural capable is within the meaning of the political elite.Based on the research of Pen-yao village,four trees of Nanzhao County,Henan Province and,this passage analysed the role of rural elite in the rural economy,rural democracy,rural social life in the framework of＂ countries-the village elite-ordinary villagers＂,and explored the political elite performance and the limits of the political elite in governing the village.
