政治认同即合法性,是党的执政能力的一个核心构成要件,也是党的执政能力建设的一个重要考量指标。执政的中国共产党须应对因民主缺位、功能错位、价值断位、集团越位而可能萌生的合法性危险的挑战。加强党的执政能力建设的关键,是通过切实推进民主发展、准确定位执政功能、创新传统意识形态、提高制度设计正义性等多重路径建构党长期执政的合法性基础。这是巩固党的执政地位、维护执政安全的关键一环,是推进中国特色社会主义伟大事业和党的建设新的伟大工程的重要着力点。

The Construction of the CPC's Capability of Wielding State Power Based on Political Identification

Political identification just means legality,and it is the kernel constituent element of CPC's capability of wielding state power.The CPC in power has to meet the legality risk of the challenge possibly given by absence of democracy,dislocation of functions,breakage of values or acts of transgression by groups.The key to consolidating the construction of the CPC's capability of wielding state power is to set up the basis of long-standing legality of the Party's wielding state power through such channels as effectively promoting development of democracy,exactly positioning its power-wielding functions,innovating its traditional ideology and enhancing the justice of its institutional designing.This is a key link for consolidating the Party's status of wielding state power and maintaining its power-wielding safety and a focus of exerting itself in promoting the great cause of socialism with Chinese characteristics and the new great project of the Party's construction.
