政府权力异化的原因与防范

政府权力异化是客观存在的现象。政府权力异化的结果是公共政策偏离公共行政的目标以及政府行政管理人员的腐败。政府权力异化的原因是多方面的,既有政府与社会之间的利益冲突原因,也有制度的缺失、无效以及行政管理人员的道德原因。防范政府权力异化,重要的是避免利益冲突。为此,首先要加强民主制度建设,其次要规范政府行为,最后要提高政府行政管理人员的道德责任意识。
