| 摘 要： | 本文分析了我国政府运行成本过高,机构臃肿、特别是县乡政府运行困难的现状;从有限信息、公共物品的价格、官员的行为和社会选择论几个方面分析了政府行政运行成本过高的原因;提出降低政府行政运行成本,建立“经济型”政府的思路。

| Abstract: | This article shows the current situation of overstaffed and high operating cost in government administration in China, especially the embarrassed difficulty in the local ones. It explains the reasons from the aspects of incomplete information, price of public goods, officials' behavior and social choice theory. It proposes the thought to reduce the administrative cost and establish an "economical government". |
