| 摘 要： | 政府法治意识的缺失严重影响法治社会的建设。增强政府法治意识是建设法治社会的根本。法律至上意识、人民主体意识和社会责任意识是政府法治意识的主要内容。学习教育、民主监督和依法行政的实践是增强政府法治意识的根本途径。

| Abstract: | The lack of the "rule by law" consciousness on the part of governments obstructs the construction of a "rule by law" society as its completion depends on the governmental efforts to deepen their "rule by law" consciousness, which consists of the consciousness of the supreme position of law, the subject consciousness of people, and the consciousness of social duties. The fundamental way of deepening governmental consciousness of the "rule by law" is education, democratic supervision and the practice of exercising the administrative power according to law. |
