政府采购在推进技术创新中的功能及实践思考

许多国家运用政府采购政策支持本国技术创新 ,培育高技术产业成长 ,这是目前我国创新政策中一个非常严重的缺陷。本文从政府采购与技术创新的关系出发 ,借鉴国外经验 ,分析我国现状 ,提出应把政府采购纳入国家创新政策 ,运用政府采购支持我国企业技术创新与高新技术产业发展 ,并作对策思考

The Function of Government Procurement in Advancing Technological Innovation and Thinking of the function in Practice

The government procurement is used, in many countries, to support domestic technological innovation and to develop high tech industry; but it is a very serious defect in our innovation policy. This paper draws lessons from the experiences of other countries in policies, and analyses present situation. The author suggests that Chinese government should include government procurement in national innovation policy and promote technological innovation in Chinese enterprises and high tech industry. A series of countermeasures are put forward at the end of this paper.
