试论推进农村体制改革的迫切性和必然性

现行农村的双层经营体制,已不适应进一步发展农村经济的需要。农业生产力的发展呼唤体制改革和创新。在不改变家庭联产承包责任制的前提下,在广大农民自愿的基础上,建立家庭经营和农户合作经营相结合的新型双层经营体制,有利于农村经济实现“第二个飞跃”,有利于农业生产进行适度规模经营。推进农村的体制创新,发展农业的合作经济,是建立现代农业的必由之路。

On the Urgency and Inevitability of Promoting Rural Structural Reforms

The current double-deck management system in the rural areas can no longer satisfy the needs for further development of rural economy.The development of agricultural productivity calls for system reform and innovation.On the premises of not changing the family-contract responsibility system and on the basis of peasants' free will,establishing a new double-deck management system combining household management and peasant household cooperation management is helpful for the rural economy to realize "the second leap" and for agricultural production to realize appropriate scale operation.In a word,it is the only way to a modern agriculture to advance the system innovation in the rural areas and develop cooperative management of agriculture.
