关于建立和健全我国政府采购制度的思考

政府采购和政府采购制度 ,在发达的市场经济条件下 ,已经有 2 0 0多年的历史。目前 ,我国建立和完善政府采购制度的探索还处在部分地方政府试点阶段。文章从我国的实际出发 ,在吸收国内外有关问题研究成果的基础上 ,概述了政府采购和政府采购制度的涵义及特点 ,论证了建立和完善我国政府采购制度的客观必然性 ,提出了建立政府采购制度的基本构想。

Necessity for Establishing and Perfecting China's Government Purchase Syetem

Under the developed market economy condition,government purchase and its system have undergone a long history of more than 200 years.However,in China at the present the exploration of estabishing and perfecting the government purchase system is still at its experimental stage limited only to some local governments.Based on the results of the relevant research at home and abroad and on the actual practice in China,this paper gives a survey of the implication and features of the government purchase and its system,argues for the objective necessity of establishing and perfecting China's government purchase system and points out the basic conception for the establishment of the government purchase system.
