| 摘 要： | 北约自东扩以来直面俄罗斯。2002年5月28日《罗马宣言》签署，北约——俄罗斯理事会正式成立。同时，北约开始零距离接触俄罗斯。针对咄咄逼人的形势，普京领导的俄罗斯并未屈服于美国的压力型外交，而是采取了双轨战略：一方面积极为发展经济构造安全空间；另一方面，在“西进”的同时，寻求合作伙伴与联盟，联欧抵美，游戏于欧美之间。

| Abstract: | NATO has been dominated expandingeast straightly towards Russia by USA . The NATO - Russia Council has been founded formally through signing Roman Manifesto on May 28, 2002. Simultaneously NATO began to adjoin Russia without the barrier. Russia led by Putin never gave in the US aggrresive diplomatic strategy. Facing this situation, Russia have adopted two sides strategies: On the one hand , Russia have to creat and build secure surroundings in order to develop economy, on the other hand , it have been seeking the partners and the allies while westernization so as to combine with Europe against USA and play games between Europe and USA. |
