对新农村建设中村干部腐败问题的思考——以泉州市洛江区为例

从洛江区村干部腐败案查处情况及其呈现特点入手,分析了腐败产生的一般和特殊层面的根源,提出了治理村干部腐败的思路:(1)加强制度建设,真正做到依法行政;(2)加强司法的建设,增大对腐败的惩处力度,提高腐败的风险系数;(3)加强社会主义政治文化和执政党的行政文化建设;(4)加强对干部的教育培训;(5)加强权力的社会监督;(6)完善社会保障系统。

A consideration of the problem about village cadres' corruption in building a new countryside——Taking Luojiang District, Quanzhou City as a case

In the light of investigation and prosecution of village cadres′ corruption cases in Luojiang District and their characteristics,the causes of corruption are analyzed in general and special aspects.Meanwhile the ideas to punish the village cadres′ corruption are proposed:(1) to strengthen institution construction and bring about the real administration according to law;(2) to develop judicial institution and reinforce punishment against corruption to increase the risk coefficient of corruption;(3) to develop socialist political culture and governing party′s administration culture;(4) to strengthen education and training of cadres;(5) to enforce social inspection of power;(6) to improve social security system.
