冷战结束后韩国政府的对朝统一政策范式

范式分析一直是国际政治研究的重要方法,也深刻影响着世界各国政府对外决策的思维方式。具体到朝鲜半岛,韩朝关系在过去六十多年的历史实践中伴随着国际形势和国际格局的巨大变迁而跌宕起伏。对韩朝两国来说,实现民族统一是双方努力追求的核心目标。冷战结束后,韩国在韩朝博弈格局中日益发挥着主导作用,韩国政府的对朝统一政策由于执政势力的政治理念差异呈现出不同的范式,塑造了不同的韩朝关系面貌。迄今,没有一种范式能够彻底解决制约双方关系发展的和平问题和统一问题,也未能从根本上缓和双方的对立与紧张局面。

Unification Policy Paradigm of ROK after Cold War

The paradigm analysis is an important method to study international politics,and has profound impact on foreign policy thought of most countries. Over the past more than 60 years,inter- Korean relations have suffered from unstable changes along with the wild fluctuations of the international situation. The national reunification is the core objective for the two Koreas to strive for. After the end of the Cold War,ROK is increasingly playing a leading role in the unification game. Due to the different paradigms formed by the political philosophies of ROK administrations,the unification policies of ROK have created different outlooks of inter- Korean relations.There has no single paradigm can completely solve the issues of peace and unification that are restricting the development of bilateral relations,and can fundamentally ease the confrontation and tension situation on both sides.
