以公有制与市场经济结合为特征的社会主义市场经济理论及其伟大历史意义——纪念邓小平同志诞辰一百周年

邓小平同志提出的有中国特色的社会主义 ,其最大特色乃是以公有制与市场经济结合的理论与实践。在理论上 ,社会主义市场经济理论 ,突破了传统马克思主义和西方经济学所共同持有的公有制跟市场经济二者决不相容的教条 ,实现重大突破 ;在实践上 ,中国建立以公有制为主体、多种所有制同发展的社会主义市场经济 ,乃是史无前例的制度创新。社会主义公有制能否与市场经济相结合 ,关键在于能否通过国企改革在公有制基础上创建社会主义市场经济所必需的微观经济基础。中国通过实践找到了这一条道路 :“产权明晰、责权明确、政企分开、科学管理” ,其中最关键的环节是“政企分开”。为此 ,必须将作为经济实体的“国家”跟作为政治实体的“国家”分开 ,改进国有资产管理体制 ,进而建立新的公有制形式———基金所有制 (或社会所有制 )。这就要求政府职能改革与国企改革互动。目前政企分而不断的局面若久拖不决 ,易产生“权贵资本家”。

The theory and its significance of socialist market economy characterized by the combination of public ownership and market economy

The theory of socialism with the Chinese style proposed by Deng Xiaoping is characterized by the combination of public ownership and market economy. This is a great development of Marxism and western economics. In practice, China now adopts the economic model with the public ownership as a dominant system complemented by various ownerships. The combination of socialist public ownership and economic market depends on the reform of state-owned enterprises. The principles are as follows: clear ownership, right and responsibility, separation between government and enterprise, and scientific administration, of which the most important one is the separation between government and enterprise.
