关于我国财政与货币政策有效配合的几点思考

财政政策和货币政策是一个国家最重要的宏观经济政策,二者有效配合对国民经济运行能够产生高效的调控作用.本文从近年来我国已实施的财政货币政策入手,分析了我国当前财政、货币政策配合中存在的主要问题,提出了加强财政货币政策协调配合的几点建议,即财政货币政策应加强在高水平、深层次上的协调配合;改变调控中主要依赖货币政策而弱化财政政策的做法,充分发挥两种政策的各自优势;提高财政与货币政策配合的效果,需进一步深化改革;宏观调控方式进一步由行政调控为主转向以间接的经济调控为主,完善我国的宏观调控艺术.

On the effective coordination of financial and monetary policies in our country

Financial policies and monetary policies are the most important macroeconomics policies in our country,and their effective coordination plays an efficient controlling part in the operation of the national economy.This article starts with the financial and monetary policies that have been implemented in our country in recent years,analyses the main problem existing in the coordination of financial and monetary policies in our country,and puts forward some proposals for strengthening a harmonious coordination of financial and monetary policies,namely,strengthen the coordination of financial and monetary policies on a high and deep level;change the way of relying mainly on monetary policies while weakening financial polocies in controlling and fully devloping the respective superiority of the two policies;further reform to improve the effect of the coordination of the financial and monetary policies;convert the style of focusing on administrative control into that of focusing on indirect economy control,and perfect our macro-control art.
