| 摘 要： | 从制度变迁理论和养老金隐性债务形成的历史原因两方面分析了养老保险转轨中转制成本的责任归属,认为在转型国家中,政府尤其应该成为养老金改革转制成本的主要责任主体.本文对我国目前处置转制成本的方式进行了阐述、分析,并针对其不合理性提出了若干政策建议.

| Abstract: | According to the theory of institutional economics and the history of the implicit pension debt,this paper concludes that the government should take the responsibility for compensating the implicit pension debt,especially in the transition countries.It explains and analyzes the ways that our country handles the transition cost at present,points out some irrational methods and puts forward several policy suggestions. |
