The interests of society is not a vague concept,but can be generated,the application mechanism is based on the state and the individual on the basis of win-win game.The realization of the interests of society as a whole is not a natural process.It faces with the problems such as public participation channels is poor,etc.To construct interests of society as a whole,we need to change the government mechanisms,develop the civil society,and involve all quarters benefit main body to cooperate in decision-making formulation.
