| 摘 要： | 黔东南是一个“三不沿”的老、少、边、穷地区，贫困面积大，人口多，尤其是居住在边远山区的农民，目前还处在温饱线下，因此，关注农民、关注农民的民生问题，是建设社会主义新农村的核心问题。使他们尽快摆脱贫困，走上小康之路，就成为各级党委、政府及广大干部工作的头等大事。

| Abstract: | Qiandongnan Prefecture is a poor area with a big number of minority people.Many farmers in this place are sill living under the poverty line.Thus,care for the livelihood and poverty of farmers is important there.It is argued that the policies and measures concerned are a major task of the local leadership,significant for the establishment of a harmonious society. |
