辽朝行政伦理文化的特色

辽朝是中国历史上一个十分重要的王朝,在其统治中国北方的时间里,注重行政道德建设,形成了具有鲜明民族特色的行政伦理文化。主要表现在三个方面：行政伦理文化在形成上既继承契丹及北方游牧民族的传统伦理道德又吸收儒家伦理道德思想,在内容上主张威德兼弘,＂威＂在＂德＂先;蕃汉并用,打破选拔官吏的民族界限;崇智、尚武、重文、重实用的用人价值观;选任方式的世选制与科举制并存;考课行政官员标准的实用性;忠、慎、勤、清、正的官德修养。在作用上既巩固了辽王朝的统治,也对金元王朝重才取士之风产生了一定影响,对今天的行政伦理文化建设也有重要的启示。

Characteristics of administrative ethics culture of Liao dynasty

Liao is a very important dynasty in the history of China.Its administrative ethics culture with distinct nationality characteristics formed by its emphasis on administrative ethics construction dur-ing its rule of north China,which displays itself in the following three aspects.First,its formation not only inherited traditional ethics of Qidan and that of northern normad,but also absorbed ideas of Con-fucian ethics.Second,its content emphasized both military and morality,with more importance attached to the former.Third,nationality limits were broken in official selection by accepting both Tubo and Han candidates.Intelligence,military,civil and practicability were stressed in talent employment.Both hereditary system and imperial examination system existed in official selection and appointment.Admin-istrative officials＇ evaluation criteria were practical and their loyalty,discretion,industry,incorruptness and integrity were emphasized.The administrative ethics culture of Liao dynasty consolidated Liao dy-nasty’s rule,influenced the talent-oriented culture of Jin and Yuan dynasties and will enlighten the construction of administrative ethics culture today.
