自由发展思想下的城市贫困问题研究

目前，我国的城市贫困问题并未得到根本解决，贫困人口的数量还有进一步扩大的趋势。城市贫困问题已经引起学者的高度重视。依据阿马蒂亚·森的自由发展思想，社会发展的最终目的是实现社会成员的自由，应从政治自由、经济条件、社会机会、透明性保证、防护性保障五个方面衡量贫困，贫困的根源是缺乏能力与机会。因此，要想解决中国城市贫困问题不仅要通过教育培训提升受助者的能力，还要完善社会保障制度，努力构建公平的社会环境。

The Analysis on Urban Poverty Problem with Free Development Thought

In current situation, the urban poverty problem in our country has not been solved, which the number of people with poverty has been enlarged. The urban poverty problem has aroused the attention of the scholars. According to the free development thought of Amatya Sen, the final purpose of social development is to realize the freedom of the social people, and we should judge poverty from the aspects of political freedom, economical condition, social chance, transparency guarantee and protective security. The origin of poverty is lack of capability and chance. Therefore, in order to solve the problem of urban poverty, we should improve the ability of recipients through the education, and complete the social guarantee system and construct the equal social environment.
