关于构建国家预防腐败体系的基本设想

国家预防腐败体系是指按照预防腐败体系实施方案的要求,以国家预防腐败机构名义发布一组指导性文件,对党政机关及其他社会组织预防腐败体系提出明确的要求,党政机关及其他社会组织按照指导文件规定的方法和要求,建立自身的预防腐败体系,并组织其运行。国家预防腐败主管部门分级分类以直接或者间接的方式,对党政机关及其他社会组织预防腐败体系的建立提供方法指导,定期对体系的有效性进行监督检查。这样使一切有可能产生腐败行为的施政过程受控,绝大多数腐败行为将被消灭在发生之前。

Some ideas on constructing national anti-corruption system

What we call a national Anti-corruption system is to issue a series of documents to the administrations at various levels and other social organizations of the nation making clear requirements for the purpose of anti-corruption according to the implementation schedule of the anti-corruption system.Administrations at different levels are expected to set up their anti-corruption sub-systems and put them into operation.The national anti-corruption system will provide guidance to these sub-systems directly or indirectly and supervise them at regular times.In this way most of corruption may be wiped out or controlled before they are put into practice
