农民外出务工与劳务经济发展

发展劳务经济,有组织地组织农民外出务工是现阶段促进农民增收的主要途径。由于长期以来二元结构的制约,加上农民工自身素质的低下,用工的不规范使农民工的合法权益无法得到保障,这一切制约了劳务经济的发展和农村剩余劳动力的转移。要加快劳务经济发展,首先要加强对农民工的培训,提高务工人员的素质;其次要将培训和输出相结合,建立劳务输出网络,实现劳务输出的组织化、规模化和产业化。实现城乡统筹发展,建立城乡统一的劳务市场,使农民通过劳务输出在城里就业,实现农民"非农化"是我国劳务经济的发展方向。

Peasants Working out of Home and Development of Labor Service Economy

It is an important measure to increase peasants' income in the new stage by developing labor service economy and organizing peasants to work out of home. Due to the restrictions of dual structure, the low quality of peasants, and the nonstandard employment, peasant workers' legal rights could not be guaranteed. This greatly influences the development of labor service economy and the transfer of surplus labor force in rural areas. To develop labor service economy, it is necessary to improve the quality of peasant workers by training firstly, set up proper connection between training and export of labor service, establish networks for the labor service export, thus to let the export of labor service be organized, standardized and industrialized. The development direction for labor service economy in China is to make integrated planning for rural and urban areas; establish integrated labor force market, let peasants find jobs in cities, and ultimately increase the income of peasants.
