健全农村法律促进新农村建设

社会主义新农村具有丰富的内涵。农业政策的特点决定了农业政策的实施必须得到农业法律的保障。由于农业法律存在着立法不健全、处罚力度低、可操作性差、执法不严等缺陷，还不能保证新农村建设目标的顺利实现。要通过加强农业立法、提高立法技术、改善农业执法等措施健全农村法律，促进新农村建设。

Perfecting Rural Law to Promote New Countryside Construction

The new socialist countryside has rich connotation. The characteristic of agricultural policy has decided the agricultural policy implementation must obtain the safeguard of the agricultural law. Because of imperfect legislation, weak punishment, variable operation, loose enforcement and so on, the agricultural law cannot guarantee the smooth realization of the goal for new countryside comstruction. It must be improved through perfecting rural legislation, enhancing legislation technology and strengthening law enforcement to promote the new countryside construction.
