多元化乡村治理主体的治理资源优化配置研究

乡村治理是包括政府组织和乡村社会以及其他主体在内的一种多元主体围绕公共权力与资源有效配置展开的活动。多元主体凭借什么样的治理资源参与乡村治理,这些治理资源是否配置合理、有效利用,直接关系到其治理能力的强弱和治理效果的好坏。文章在梳理了乡村治理主体可资使用的各种治理资源的基础上,分析了凭借各种资源参与乡村治理的多元主体行为关系及治理资源配置中存在的问题,提出了治理资源优化配置、多元主体互动合作的有效路径。

Study on Optimal Allocation of Managerial Resources Among Multiple Subjects in Rural Governance

Rural governance is an activity for the effective allocation of public power and resources among multiple governing subjects including government organizations,rural society and other subjects.What kind of resources are availabe in rural governance and whether these resources are reasonablly allocated and effectively used are directly related to the management ability and governance effect of each governing subject.This article reviews the available resources in rural governance and analyses the behavior relations of multiple governing subjects and the problems in allocation of managerial resources.It also puts forward a path for optimal allocation of managerial resources and interaction and cooperation of multiple governing subjects.
