| 摘 要： | 我国耕地非农化配置实行的是指令式的计划配置机制。在这样的配置机制下,耕地非农化存在配置效率损失和社会不公等问题。通过理论模型论证分析,得出结论:耕地发展权的设置及其交易机制的建立,可以实现耕地非农化的公平与效率。在以上分析的基础上,探讨了我国耕地发展权的归属及交易机制建立等问题。

| Abstract: | In China allocation of land use conversion is on the plan mechanism which is through imperative upper-to-lower methods.Under the allocation mechanism,land use conversion couldn’t achieve the optimal allocation efficiency and realize the society fairness.Through theoretical proof,setting and establishment of trading mechanism of farmland development rights can help to achieve the optimal spatial allocation efficiency and realize the society fairness.Accordingly the composition and ownership of farmland development rights and the establishment of its trading mechanism are dealt with. |
