新型城镇化的合法性与有效性：一个解释框架

针对新型城镇化成为今后一个时期国家全面实现小康社会的一项重要治理方略问题，分析了新型城镇化的合法性逻辑与有效性逻辑。改善不合理的社会结构、破除城乡二元体制以及全面建成小康社会是新型城镇化的合法性源泉，以人为本是新型城镇化的“新意”，城乡居民有更多“获得感”是新型城镇化合法性的核心，主动城镇化是新型城镇化合法性的广泛社会基础。同时，国家是实现新型城镇化自上而下有效性的总规划师，资源配置的机会平等是实现新型城镇化自下而上有效性的核心，合理的体制机制是实现新型城镇化有效性的重要保障。研究结论表明：以有效性来累积合法性是可持续新型城镇化的关键。

Legitimacy and Availability of the New Urbanization:An Explanatory Framework

The new urbanization is an important strategy of governing the country to realize the comprehensive well-off society in a period of time in the future,. This paper analyzes the legitimacy logic and valid logic of new urbanization. The source of the legitimacy of the new urbanization is to improve the unreasonable social structure, get rid of the separation of urban and rural system, and build a well-off society. People-oriented is a new meaning of the new urbanization and the urban and rural residents having a sense of gaining are the core of the legitimacy of the new urbanization,and active urbanization is a broad social foundation of the new urbanization. At the same time, the local government is no longer the“scientific planners of the new urbanization, the allocation of resources is the core of the equal opportunity of the availability of the new urbanization, rational mechanism is an important guarantee for the availability of the new urbanization. The conclusion of this paper is that the availability of the accumulation of legitimacy is the path choice of the new urbanization sustainable future.
