The Causation of Rural Poverty from the Perspective of Social Policy:A Discussion

Poverty is the bottleneck impeding the development of a harmonious society.The causes of poverty include the impact of social policy as well as the poor natural conditions and other objective limiting factors.At this stage,the rapid economic growth has not completely changed such situations as a huge poor population size in rural areas and the inter-generational vicious cycle of poverty.It is analyzed that the mechanism causing rural poverty in China,besides the natural,historical and economic factors,covers many other aspects,such as social policy deviation,social exclusion,deficiency of rural social safeguards mechanism,which helps people in need to rise above difficult situations.In the social transitional period,China has moved from an age of economic policy to social policy.It is of great importance to explain the causation of the poverty based on social policy in the reform of policy paradigm.
