| 摘 要： | 公共政策是政府对社会资源实行权威性分配的手段.公共政策中的利益主体大致可以分为政策制定者、政策实施者和政策对象,公共政策在三类利益主体的博弈中制定、执行和评估.在这一博弈过程中,引出了制定公共政策的博弈原则.

| Abstract: | Public policy is a means of authoritative distribution of social resources by government.The interest subjects in public policy,can be classified as policy-makers,policy-implementers and policy targets,while public policy is made,implemented,and assessed in the game of these three interest subjects.In this process of game,the game principle of public policy making is introduced. |
