| 摘 要： | 当今恐怖犯罪日益猖獗,不仅呈愈演愈烈之势,而且其特点和趋势也出现了明显的变化.这一特点和趋势,从法律和政治经济两个方面给国际反恐怖活动提出了难题.为此,我国在依法制裁、预防恐怖犯罪方面,必须在遵守国际反恐约法、加强反恐国际合作的基础上,完善国内刑事法律,加强对恐怖犯罪的法律惩处,增设包括利用网络进行犯罪或以袭击网络为目标的新的恐怖犯罪罪名,并配置适当的法定刑;完善作为恐怖犯罪下游犯罪的洗钱罪立法的方方面面;在恐怖犯罪刑罚惩处方面,设置宽严相济的法定刑;进一步完善反恐程序上的配套刑事诉讼制度.

| Abstract: | The terrorist crimes are increasing and become more and more serious with new characteristics and trends nowadays.The fight against terrorism has encountered many juristic,political,and economic problems and we should observe the international anti-terrorist law,reinforce the international cooperation and perfect the domestic criminal law to punish the terrorists with a firm hand. |
