| 摘 要： | 东三省巡阅使是一战期间为了筹办欧战事务,会同吉黑两省督军统一节制调遣东三省军队而设置.张作霖在任该职期间与其兼任的奉天督军职务及蒙疆经略使职务结合,对当时东北地方政治体制和中央政治体制都产生了极大影响.一方面,加剧并初步实现了东北区域军政一体化;另一方面,东三省巡阅与直鲁豫巡阅使等使职将军阀政治由"督军团"集体干政形式推向"军事寡头"干政形式.为直皖战争后东三省巡阅使张作霖与直鲁豫巡阅使曹锟由联合控政走向派系独裁政治埋下了体制隐患.
