试论公共危机状态下的政府政策取向

社会转型期的中国,正处于一个危机多发时期,自然原因和潜在的社会矛盾都可能引发社会公共危机。如何对危机进行有效的防范和治理越来越成为现实和紧迫的问题,同时,这也是我们加强政府执政能力建设的重要一部分。文章通过对政府在公共危机中的角色分析,探讨公共危机状态下的政府政策取向,提高政策的执行效率,从而最大限度地降低公共危机所带来的损失,保持社会和政府在危机中的稳定。

Government Policy Orientation Under Public Crises Condition

In the switching period,China is entering the time in which crises break frequently,natural reason and latent society contradictory all possibly initiate the large-scale social public crises.How to carry on effective guard and government to crises becomes more and more realistic and critical,meanwhile,this is also an important part to strengthen government power ability construction.This article attempts to discuss government policy orientation under the public crises condition and enhance the efficiency of policy execution by analyzing government's role in public crises to reduce the loss in maximum and keep stability of the society and government in crises.
