残疾人失业问题现状及对策建议

以我国“十五”期间残疾人就业的数据为基础，结合残疾人失业现状及其自身的特点，分析我国残疾人失业形成的原因。通过完善特殊法规、合理使用就业保障金、加强自身素质和劳动能力等措施保证其就业权的实现，保障残疾人平等充分参与社会生活。

The Analysis and Proposal of Unemployment of Disabled People

The employment of disabled people is an important problem about human rights; extending employment of disabled people is an important task of the social security. Guarantee the rights of disabled people to work within their ability not only can help them in a livelihood sense, but also remedy their physical misfortune by building up their dignity and self-esteem. Based on the data of the employment of disabled people during the 11 th Five-Year Plan period and the special condition, this paper analyzes unemployment reasons. We should guarantee the rights by formulating the special law, using the employment security fund reasonably, enhancing disabled people＇s education and vocational ability.
