| 摘 要： | 扩大公共政策制定中公民有序参与是建设社会主义政治文明,坚持和完善社会主义民主制度的必然要求。大众媒体与公共政策制定中公民有序参与之间存在一定的相关关系。这种关系是非线性的,既可以制约公共政策制定中的公民参与,也可以促进公共政策制定中的公民参与。大众媒体直接影响着公共政策制定中公民参与动机、参与方式以及公民有序参与的范围、质量和效果。

| Abstract: | To elevate an orderly participation of citizens in the making of public policies is an obligatory demand for building socialism’s political civilization and sticking to and bettering socialism’s democratic institution.There are certain relations between mass media and the citizen’s orderly participation and the relations are not lineal while mass media can both restrict and promote this participation in the making of public policies in such aspects as the citizens’ motive,mode of participation,scope,quality and effects of their participation. |
