| 摘 要： | 非政府组织 (NGO)近年来蓬勃发展 ,在社会福利、环境保护、人道救援等公共事务管理方面发挥了积极作用 ,与政府管理相互配合 ,起到拾遗补缺的功能。因此 ,对非政府组织的概念、分类和产生的背景 ,以及与此相关涉的行政法学的研究范围、非政府组织与政府公共事务管理职能的划分、政府对非政府组织依法适度监管和非政府组织的法律规制等问题 ,需予以关注并研究。

| Abstract: | In recent years, the NGO in China has played very important part in public affairs such as social welfare provision, environment protection and humane rescue work. It's increasing importance calls for attention to the following legal problems such as: the concept and classification of the NGO, what rules and regulations should it have? What is the range of study concerning the administrative law? What is the difference between the NGO and GO in their function? And how can the government exercise proper supervision over the NGO? Research on these topics will help to improve the NGO. |
