长三角城市群科技创新要素的空间配置及影响因素

摘    要:基于技术创新理论,运用要素错配模型与空间杜宾模型分析长三角城市群41个地级市2010—2018年科技创新要素空间配置及其影响因素。结果表明:长三角城市群各地区科技创新要素的空间配置存在显著差异,且科技创新资本要素配置较人力要素配置更不合理;信息化水平、企业内部研发及城市化水平均有利于科技创新要素在空间上的合理配置,而工业化水平不利于这一配置,各因素空间溢出效应明显;财政政策通过空间溢出效应正向促进科技创新人力要素合理的空间配置,而对外开放程度仅通过本地效应正向促进科技创新人力与资本要素进行合理的空间配置。基于此,从积极采取差异化的要素配置模式、充分利用主要因素的空间溢出效应、科学合理地制定相关政策等方面,提出优化科技创新要素空间配置的建议。

Abstract:Based on the theory of technological innovation, the spatial allocation of scientific and technological innovation factors and its influencing factors of 41 prefecture-level cities in Yangtze River Delta Urban Agglomeration from 2010 to 2018 are analyzed by applying factor mismatch model and spatial Durbin model. The results show that:There are significant differences in the spatial allocation of scientific and technological innovation elements among the regions of Yangtze River Delta Urban Agglomeration, and the allocation of capital element of scientific and technological innovation is more unreasonable than human elements. The level of informatization, R&D within enterprises and urbanization level are conducive to the rational spatial allocation of scientific and technological innovation element, while the industrialization level has a negative impact on it, and the spatial spillover effect of factors are obvious. The fiscal policy can positively promote rational spatial allocation of human factor of technological innovation through spatial spillover effect, while the degree of opening up can positively promote the rational spatial allocation of human and innovative capital factors of technological innovative only through local effect. Based on the above, suggestions of optimizing the spatial allocation of factors of scientific and technological innovation are proposed from aspects of actively adopting differentiated factor allocation mode, making full use of the spatial spillover effect of main factors, and making scientific and reasonable policies.
