| 摘 要： | 我国是一个发展中国家，经济发展水平不高，需要投资建设发展的项目很多，用于教育的资源必然有限，因此更要注重如何在教育系统内部进行资源合理配置，以发挥最大的教育投资效益。通过建立计量模型进行国际比较得出结论：我国在公共教育资源有限的情况下，结合现阶段的教育目标和经济发展水平，应进一步加大初等教育的投资力度，充分发挥初等教育的社会收益。

| Abstract: | Through international comparison and using econometric method,China's distribution structure of public educational investment is studied.It is demonstrated that the input level of China's elementary education is lower than international average level.It is concluded that the personal investment in higher education is not enough.So,in a situation that compulsory education has not been totally popularized yet,government should increase the input into elementary education. |
