| 摘 要： | 促进征信体系建设,立法必须先行。研究征信立法,首先需要研究征信立法的指导思想、基本原则等基本问题,并以此为基础,既充分借鉴和吸收先进国家的征信法律制度,又切实考虑我国征信业发展现状和法律文化传统,以科学架构我国征信法律规范体系。我国征信立法的基本框架既应当包括征信法律,也应当包括征信法规、规章;既要有征信基本法,也要有征信专门法。

| Abstract: | In order to promote the construction of honesty system,legislation should go first.To study honesty legislation,one needs to first study the guideline and basic principles of honesty legislation,based on which one should absorb the honesty legal system of the advanced nations in the world,take into account the current situation and legal culture tradition so as to build honesty legal system in China.The basic framework of honesty legislation in China should include honesty laws and regulations as well.We should have basic law as well as special law in honesty legislation. |
