中国政府在慈善事业中的角色定位

政府在慈善事业中应该扮演什么角色以及如何扮演,是社会政策领域的一个重要议题。改革开放以来慈善事业作为社会保障有益补充,已成为政府管理职能的一部分。目前,政府部门通过把社会慈善资源集中到自己手中,在社会领域对慈善组织实行＂万能＂的计划性行政管理模式,不符合与市场经济体制改革同步转型的要求,是导致目前中国慈善事业发展滞后的主要制约因素。中国政府必须改变与慈善组织的行政隶属关系,逐步退出慈善事业的具体事务,归还慈善组织自主权,逐步实现政府在慈善事业中的治理能力。

What a role should the government play and how to play in philanthropy are important issues related to social policies.Since the beginning of reform and opening,charity as a useful supplement to social security,has become part of the role that a government should play in its management.At present,the government has controlled social charity resources,and carries out its ＂universal＂ scheme of planned administration mode over the charitable organizations.As this practice is incompatible with the market economic system,its weakness becomes the main constraints for the development of current charity in China.The Chinese government must change its relationship with the charitable organizations,and gradually withdraw from the specific affairs of philanthropy.At the same time,it should give the autonomy back to the charitable organizations,and step by step,achieve the governing role in the philanthropy.
