信任：政府公共政策制定与公众参与之间的纽带

公众参与是政府治理实现民主化和科学化的有效手段和必然选择。信任关系是社会关系中的基本关系,信任是编织政府与公众之间和谐关系的纽带。建构在公共政策制定和公众参与之间的信任关系是双向的,一方面是参与主体对政府公共政策制定的信任,另一方面是公共政策制定主体对公众参与的信任。深化改革、拓宽渠道、培育能力是走出信任困境,实现政府公共政策制定与公众参与良性互动的途径。

Trust: the Tie between Public Policy- making by Government and the Public Participation

The pubic participation is an effective method and a necessary choice to establish the democracy and science in governance.As the basis of the social relations,mutual trust ties the government and the pubic in harmony.In reality,the mutual trust means that the pubic should trust the pubic policy-makers,and meanwhile,the pubic policy-makers should trust the function of the pubic participation.Nowadays we should keep on reforming,broaden the channels of participation and cultivate the participating ability of the public.Only in this way can we get out of the difficult position of distrusting and pave the way to realize the interaction between the pubic policy-making and the pubic participation.
