摘    要:绩效管理满足了现代行政对管理工具的价值理性和工具理性的需要。绩效管理源自私人部门,将其全盘引入公共部门存在着动机、技术、观念和制度障碍。绩效管理对公共部门的价值在于它的责任机制、结果取向和动力机制,相应地,公共部门应加强社会互动,建立分散治理体制,改革人力资源管理和其它配套制度,以使绩效管理真正能在公共部门中发挥作用。

Abstract:Performance management meets the needs of modern administration for valuable and tool rationality of management tools. There are obstacles from motivations, technologies, concepts and systems, if we introduce performance management, which comes from private sectors, into public sectors completely. For public sectors, the value of performance management lies in its responsibility mechanism, result orientation and driving mechanism. Correspondingly, in order to make performance management truly work, public sectors should strengthen the interactions with society, establish decentralized governing model and reform human resource management and other necessary systems.
