贫困、环境与可持续发展

国内外大量事实证明,贫困既是一种状态,也是一种环境。贫困可以以经济收入、工业化和城市化等指标加以反映,但是一定与环境背景有关,而环境制约下的贫困至少有分散经济、封闭经济、脆弱经济和传统经济四种形态。本文认为,贫困的恶性循环理论具有一定的合理性,并由此推及贫困地区贫困与环境的恶性循环关系。在此基础上,分析了环境与贫困的四种互动变化方向。最后,针对我国贫困地区的可持续发展提出方向性建议。

Poverty, Environment and Sustainable Development

Poverty is not only a state but also an environment.Poverty can be measured by income,industrialization and urbanization,etc.,but all these indexes are linked to the environment.The poverty under environment restriction can be decentralizing economy,closed economy,fragile economy and traditional economy.This paper proposes that the theory of vicious poverty cycle is reasonable in some ways and deducts the vicious cycle between poverty and environment.Based on this,the paper analyzes four kinds of direction between poverty and environment.In the end,it gives some suggestions to the sustainable development in China's poor regions.
