提高我国财政政策与货币政策配合效果的对策

随着中国社会主义市场经济体制的建立 ,财政政策与货币政策被正式提出作为进行宏观调控的基本经济手段。当前中国财政政策与货币政策的运作情况是财政政策的效用递减局面已出现 ,货币政策功能的发挥也因缺乏完善的市场传导机制和信用制度而受到限制。鉴于二者对经济有不同的作用 ,各行其是必然会产生摩擦 ,降低效果力量 ,故本研究提出应充分发挥财政政策与货币政策的连接点———国债的功能 ,加快有关体制与制度的改革 ,稳中求变 ,在动态中将两者有机协调起来 ,提高其运作效果

On the measures for improving the effectiveness of combining financial policies with monetary Policies in China

With the establishment of socialist market economic system in China, the fiscal policy and the monetary policy are officially put forward as a basic economic means for regulation of macro-economy. Now the utility of the fiscal policy has diminished and the function of monetary policy has been limited by the imperfect market conduction and credit system .In view of their different effects on economy, the efficiency will decline if each goes its own way. So the paper proposes elaborating the functions of national debt , accelerating the reform of relevant systems to seek their favorable stable changes and coordinating them organically to strengthen their operational effects.
