农村金融多元化改革深化问题研究

农村金融供给抑制对农村经济发展的“逆向激励”,催生了新一轮农村金融改革的探索。中国农村金融多元化在理论界、政府部门均已达成共识,国家农村金融改革也一直以此为目标。但在诸多目标函数前提下,以政府主导、渐进强制性制度变迁为主要特征的改革缺乏系统性,相应的改革不配套,改革绩效有限。文章回顾了农村金融多元化制度变迁,分析了农村金融多元化改革深化需求以及农村金融多元化改革中存在的问题。针对问题,提出了进一步深化农村金融多元化改革的对策建议。

ON THE DEEPENING OF THE DIVERSIFIED REFORM OF RURAL FINANCE

Rural financial supply restraint brings about a "reverse incentive" to the development of the rural economy,and contributes to a new round of exploration of rural finance reform.A consensus has been reached about the problem of China' rural finance diversification in theoretical circles and in government agencies.The reforms carried out by the government have been designed for this goal.Nevertheless,in the premise of the presence of multiple targets,the reforms,characterized by government domination and incremental and mandatory changes,have not been consistent,lacking relevant supporting reforms.Consequently,their performance is limited.This paper reviews those institutional changes in the process of rural finance diversification reform,and then analyzes the demands of the diversification reform of rural finance and problems in the process of its implementation.On the basis of the results,the authors put forward some advice and countermeasures for the deepening of these reforms.
