陕甘宁边区民主的理念、环境和特色

20世纪三四十年代,在当时中国革命的独特国情条件下,中国共产党将马克思恩格斯基本的民主理念运用于陕甘宁边区民主建设的具体实践。随着革命的发展,陕甘宁边区民主建设的基本理念日益成熟和完善,在此指导下的边区民主建设因而具有很强的时代特色和边区特色。边区执政者领导边区人民进行的民主建设,充分利用了边区特定生态环境的有利因素,减小或化解了不利因素。陕甘宁边区民主建设表现出中国共产党对民主执政的始终坚持、民主建设中强有力的民主制度保障、权力制约和监督机制作用的有效发挥等历史特色。

The Concept, Environment and Characteristics of Democracy in the Border Area of Shaanxi, Gansu and Ningxia

From 1930's to 1940's,the CPC put the basic democratic concept into the specific practice of the democracy building in the Border Area under the unique revolutionary situation of China.With the development of the revolution,the basic concept of the democracy building in the Border Area gradually became mature and perfect,under the guide of that concept,the democracy building was equipped with strong characteristic of the era and the locality. The democracy building led by the Border Area government fully used the advantages of the ecological environment of the Border Area and reduced or even converted the disadvantages of it.So,the democracy in the Border Area of Shaanxi,Gansu and Ningxia got several characteristics: first,the CPC' insistence of the democratic execution;second,the reliable guarantee of the democracy system;last but not least,the effective exertion of the mechanism of power restriction and supervision,etc..
