| 摘 要： | 风险资本市场是资本市场培育高新技术产业的一种创新的制度安排,其运行遵循特殊规律,而风险资本市 场制度作为公共产品,其制度安排需要由政府来提供。本文从七大方面细致分析了国家提供风险资本市场制度的 深层原因:公共产品性、投资特殊性、产品企业性、创新激励性、官产学研合作性以及支撑体系配套性。

| Abstract: | Risk capital market is an innovative institutional arrangement of the capital market to cultivate the new and high technological industries. Its operation follows special rules. But as a public product, the institution of risk capital market can be arranged by the government. This paper elaborates on the reasons underlying the system of risk capital market supported by the government from seven aspects, including respectively its nature as a public product, a special investment, innovation and encouragement implied, cooperation among the government, manufacturer and researcher and complementariness of the supporting system. |
