长三角人才开发一体化的动力机制探讨

摘    要:从流动效益、市场导向、人才结构、政策导向、区位导向等角度探讨了长三角人才开发一体化的动力机制和特点,并提出要努力实现人才社会保障的一体化,完善长三角人才一体化工作中的政府职能与管理体制,构筑区域人才交流信息平台,加强区域人才立法协调机制,建立人才资源共享机制等政策建议。

Abstract:Based on the perspectives of flow efficiency,market orientation,talent structure,policy orientation and area orientation,this article discusses the dynamical mechanism and characteristics of the all-in-one talent development in the Yangtze River Delta.Suggestions are put forward for the realization of talent development,the perfection of government rules and management system in the development,the building of an information platform for regional talent exchange,and the strengthening of the moderation system of talent legislation,as well as the establishment of talent sharing source.
