论企业战略管理研究与政策科学范式

面对越来越复杂的企业内外部环境,企业战略管理范式需要不断调整与完善,政策科学也许能够为企业战略管理范式的重建提供参考。据此,对政策科学范式进行分析,将企业战略管理与政策科学范式进行对比,企业战略管理应该向政策科学借鉴一些范式,具体应做到:一是借鉴在政策科学总体分析框架下的政策执行范式,解决战略管理只重制定,不重执行的问题;二是借鉴政策科学的系统分析方式、多样的分析工具,加强战略管理的科学性;三是借鉴政策科学的环境观、价值观、时间观,完善企业的战略管理。

On Using Policy Science Paradigm for Reference to Strategic Enterprise Management

Facing the more and more complex internal and external enterprise environment,the paradigm of strategic management should be adjusted and perfected frequently and the policy science is likely to provide some references for the rebuilding of the paradigm of strategic management.On the basis of analyzing the policy science paradigm and comparing the strategic enterprise management with it,the strategic enterprise management should learn specifically from the policy science paradigm as the following.First,drawing lesson from the paradigm of enforcing the policy in the general analytic framework of policy science paradigm.Second,drawing lesson from the systemic methods and the various tools of analysis from the policy science to strengthen the science of the strategic management.Third,drawing lesson from the views of environment,value,and time from the policy science to perfect the paradigm of the strategic management.
